New Facility for Children with Disabilities Launched

On February 13, 2026, a new project supported by the Embassy of Japan in Rwanda was officially launched in Bugesera District by AVEH UMURERWA, in partnership with RBI. The facility will provide accommodation for 100 children living with intellectual and developmental disabilities, marking a significant step forward in inclusive care and support.

The inauguration ceremony was attended by local leaders of Bugesera, representatives from the National Council of Persons with Disabilities (NCPD), and parents of children cared for at AVEH UMURERWA.

Eugene Ndayambaje, Legal Representative of AVEH UMURERWA, expressed his gratitude to the Embassy of Japan in Rwanda, RBI, and all stakeholders who supported the project from its design to approval. He reaffirmed AVEH UMURERWA’s commitment to ensuring the project’s success and sustainability.

Justine Rutabagaya, Legal Representative of RBI, highlighted the background of the initiative, noting that the idea was born from the RBI team’s friendship and shared values of love and honesty. She emphasized that the realization of this project represents a long-held dream of supporting children with disabilities. Rutabagaya extended special thanks to Cecile Umunyana, founding member of AVEH and Center Manager, for her invaluable dedication to the children, and pledged RBI’s continued support to guarantee the project’s success.

The representative of NCPD commended AVEH UMURERWA’s ongoing work and assured the council’s readiness to provide continuous support to the center. Local leaders also pledged close collaboration to ensure effective implementation of the project.

The event concluded with a symbolic ceremony, where participants laid a foundation stone and installed the project’s signboard, marking the beginning of a new chapter in the care and empowerment of children with disabilities in Bugesera District.
